Russia's MegaFon has expanded its LTE network to the capital of Tatarstan, Kazan, making it the 8th city the network has covered with LTE services. Saudi Arabia's Mobily is offering discounts of up to 80% on call costs when roaming amongst the Gulf Cooperation Council countries.
